In this situation, I would take all of my friends/working partners out to a dinner, them as a group about what the situation is with the project,and give anyone that requests it an opportunity to speak their ideas. I would take Troy aside at an opportune time, and let him now that although you do not particularly mind the use of his resources to work for a small business, you need this project done on time, and that in the end he needs to put the project first. Next, I would ask Shanetta to see if she could hire some extra people to help out around the work place, and make sure to thank her profusely for her help. I would find some money out of the grant, assuming that we get it, to give everyone raises, to help out with the financial issues that some people are going through. I will do that in addition to keeping Troy on task, because he will not need to moonlight to sustain his family, the raise would also boost everyone's spirits and hopefully increase their productivity for the next project. Finally, I would make the working environment as fun as possible, which will hopefully boost productivity even more. (see Google's work space for examples).
